This is another wonderful toy from Adam And Gillian.
The "Little Bear" is a rubber strap, making it conveniently easy to sterilize. 
Because it is somewhat shorter than their "Big Bear," it is easier to wield lightly. However, one must take "lightly" in context, this sucker isn't going to feel like a deerskin no matter what! This is an authoritative instrument.
The slapper has a very stingy feel, and literally makes the bottom's bottom incredibly hot to the touch, even when used lightly. When used moderately, this slapper leaves serious deep bruises. Used heavily, it is simply flat-out agonizing. It is lightweight enough that a top can use it heavily for some time. Unfortunately, there are very few bottoms who'd be able to stand it until the top was worn out. It could theoretically be used for punishment, just... if I were angry enough to genuinely punish someone with it, odds are good, I'd be considering ending the relationship rather than punishing them. In my mind, to use this implement heavily would most likely occur in a no-safeword scene with serious bondage in which the sub genuinely wished to gift me his pain. Any volunteers?
